VOLUME 7, NUMBER 1 - FEBRUARY 2, 2002
OUR GOVERNMENT AT WORK
It is not often that references to new age, evolution and the Bible are all found in the same proposed legislation, and it is
equally astonishing that the political party that usually cries loudest about the separation of church and state (the
Democrats) seems to be the sole supporters of this legislation. Of course, when the time comes for passage of the
legislation the needed bipartisan support will most likely rise to the occasion.
We are referring to legislation introduced in the House by Dennis Kucinich (D-OH, 10th District) as H.R. 2459, "To Establish a Department of Peace".
Section 1, paragraph 9, states: "...further strengthen the global movement for a culture of peace following the observance of the International Year for the Culture of Peace in 2000". The "Culture of Peace" is, of course, a United Nations movement. The bill offers several examples of the US merging domestic policy/law and UN law.
(a) IN GENERAL- There shall be in the Department an Office of Human Rights and Economic Rights, the head of which shall be the Assistant Secretary for Human Rights and Economic Rights. The Assistant Secretary for Human Rights and Economic Rights shall carry out those functions in the Department supporting the principles of the Universal Declaration of Human Rights passed by the General Assembly of the United Nations on December 10, 1948. (emphasis added)
Now that the connection to the United Nations has been established, lets look at the new age, evolution and Biblical references that are recognizable in Section 1 paragraph 10:
Passing the bill as it exists will be a formal declaration by the representatives of the people of the United States of America that we-the-people, believe:
That last reference is drawn from two sources:
"We will be as a city upon a hill. The eyes of all people are upon us, so that if we deal falsely with our God in this work we have undertaken and so cause Him to withdraw His present help from us, we shall be made a story and a byword throughout the world." (John Winthrop, sermon on the deck of the Arabella off the Massachusetts coast, 1630.)
It is appalling that the authors of the legislation acknowledge the "spiritual causation" of our founding in Section 1 paragraph (2) and reference the Bible and a sermon by John Winthrop in other sections and yet they miss completely the Biblical passage that explains that until Christ returns man will experience "wars and rumors of wars" (Mat: 24:6) Nor do they seem to understand that "….the imagination of man's heart is evil from his youth…." (Gen. 8:21)
This legislation will unleash the "imagination of man's heart" through the concept of "proactive" government. The term is used in several Sections of the legislation. They are:
(c) MISSION- The Department shall--
"(6) take a proactive, strategic approach in the development of policies that promote national and international conflict prevention, nonviolent intervention, mediation, peaceful resolution of conflict, and structured mediation of conflict" (emphasis added)
SEC. 102. RESPONSIBILITIES AND POWERS.
(a) IN GENERAL- The Secretary shall--
"(1) work proactively and interactively with each branch of the Federal Government on all policy matters relating to conditions of peace;" (emphasis added) and
SEC. 102. RESPONSIBILITIES AND POWERS.
"(5) proactively engage the critical thinking capabilities of grade school, high school, and college students and teachers through the Internet and other media and issue periodic reports concerning submissions;" (emphasis added)
How intrusive in our daily lives might the bureaucracy become under this legislation?
(1) develop policies that address domestic violence, including spousal abuse, child abuse, and mistreatment of the elderly;
(2) create new policies and incorporate existing programs that reduce drug and alcohol abuse;
(3) develop new policies and incorporate existing policies regarding crime, punishment, and rehabilitation;
(4) develop policies to address violence against animals;
(5) analyze existing policies, employ successful, field-tested programs, and develop new approaches for dealing with the implements of violence, including gun-related violence and the overwhelming presence of handguns;
(6) develop new programs that relate to the societal challenges of school violence, gangs, racial or ethnic violence, violence against gays and lesbians, and police-community relations disputes;
(7) make policy recommendations to the Attorney General regarding civil rights and labor law;
(8) assist in the establishment and funding of community-based violence prevention programs, including violence prevention counseling and peer mediation in schools;
(9) counsel and advocate on behalf of women victimized by violence;
(10) provide for public education programs and counseling strategies concerning hate crimes;
(11) promote racial and ethnic tolerance;
(12) finance local community initiatives that can draw on neighborhood resources to create peace projects that facilitate the development of conflict resolution at a national level and thereby inform and inspire national policy; and
Most states already have laws on the books to deal with all the aforementioned elements. These are essentially problems that are left to the individual, sovereign states under the Constitution of the United States and any such federal legislation will be an usurpation of powers not granted, further diminishing the sovereignty of the states just as national sovereignty is being ceded to the United Nations through such Congressional acts as this.
Passage of this Act will be an act of compliance to United Nations edicts and will acknowledge our willingness to submit to international standards on which we will base our laws rather than on standards established by the will of "we-the-people" of the United States.
Compliance with this law will require an army of bureaucrats with a file drawer full of definitions with which they can make the citizen toe the party line. It also places the policing of such actions under the jurisdiction of a national police force, always a requirement for totalitarian governments but anathema to those courageous statesmen who gave us the greatest Constitution ever conceived by the mind of man.
