Now read it again and ask yourself: If government allocates resources based on people's needs just how free will it be? 12. Transportation Systems
bulletReplace MAX with BARTA to ensure an efficient core transit system that will serve as a framework and a catalyst for light rail.
bulletReward the use of alternative modes of transportation and energy sources (electric vehicles and rapid transit) and give incentives to multi-passenger auto travel.
bulletDevelop regional cooperation between all governments and petition for change to State constitution to amend transportation funding laws.
(b) 149. Managing transport in human settlements should be done in a way that promotes good access for all to places of work, social interaction and leisure facilities, important economic activities, including obtaining food and other necessities of life. This should be done while reducing the negative effects of transport on the environment. Transport system priorities should be given to reducing unnecessary travel through appropriate land-use and communication policies, developing transport policies that emphasize mobility alternatives other than the automobile, developing alternative fuels and alternative fuel vehicles, improving the environmental performance of existing modes of transport, and adopting appropriate pricing and other policies and regulations.

A careful reading of the above should reveal that plans call for government to regulate virtually all aspects of human life. You may continue to own your land, but government will tell you what you may/must use it for.
